The Organizational Innovation Fund in Psychiatry (FIOP) Program, launched by the Directorate of Health Care Supply (DGOS), is designed to support innovative projects in psychiatry—whether clinical or organizational—in order to transform practices and improve care continuity, accessibility, quality, and safety.
1. “New Innovative Projects” Track
Regional Health Agencies (ARS) are tasked with identifying groundbreaking initiatives or context-specific adaptations that transform psychiatric care delivery or practices. The goal is to enhance the efficiency of healthcare systems and better meet the needs of patients and their families.
2. “Regional Innovation Deployment” Track
Based on the evaluation of previously certified “high-potential” projects (selected between 2019 and 2021), each ARS may fund the regional rollout of these models. The Île-de-France ARS, for instance, can select from about twenty particularly relevant projects, based on local needs and available funding.
- Public or private establishments authorized to provide psychiatric services, as well as their partners (CPTS, private practitioners, associations, medico-social structures, etc.), are concerned.
- ARS will have until October 24, 2025 to select and prioritize projects, then submit them to the DGOS.
- Regional funding is allocated on the basis of the number of psychiatric establishments located in the region, according to a distribution key set out in the appendix to the instruction.
- The choice of projects must be made in consultation with local players and, if necessary, in conjunction with the original “high-potential” projects sponsors.
The criteria evaluated by the ARS include :
- Fit with the priorities of the Regional Mental Health Plan (PRSM).
- The innovative, structuring and transformative nature of the project.
- Territorial and sectoral scope, particularly multi-stakeholder cooperation.
- Operational readiness for start-up in early 2026.
- Potential for sustainability and transferability.
- Balanced financial support, rigorous assessment, quality of application.
Applications must be submitted by noon on Monday September 22, 2025 (deadline) in PDF format.
